Georgetown (1913) was governed by a Mayor, and a town council, and for admin purposes, divided into 14 wards, for each, a councillor is elected.

Revenue of council derived from 2% apprised value of land and real estate,
market fees, water rates etc.

WINTER HEY HORWICH BOLTON 12 JL 11

This is from the Winter Hey Post Office at 52 Winter Hey Lane, Bolton in Horwich. Horwich is a town (pop. 20,000) in the Metropolitan Borough of Bolton, Greater Manchester in northwestern England.

Middlesbrough, Cleveland, York

Middlesborough was in North of Yorkshire. In 1968 the town became the centre of the County, which was passed to the County of Cleveland in 1974. In 1996 Middlesbrough became the authority within North Yorkshire

Your WINTER HEY postmark, is one of those strange (to me)
INTERTWINED ROPE postmarks.

I believe they were steel counter pmks, used for mail over the counter.

Winter Hey is just a street or Lane address (Ln)

and is it YORK or YORKSHIRE

I have a Pmk PENGE London, similar (Edge of wood)
in intertwined rope

Mentioned with image wanted in the database.

Sorry when I think of postal use cancellations,
It includes a date.
Seeing it says philatelic counter, not post, I'm not sure I could say it was used for mailing anything, could I?
