From BNA Topics September 1968 page 208. Article from Dr. James Matejka

What is he referring to "Commonwealth Review of July 5?" Is it an article, publication, circular etc... I have checked the BNAPS June/July 1968 and no reference to the 10c Airmail stamp. Any ideas?

First 2 paragraphs of his article.
When a mere nineteen stamps constitute
a complete country, a specialist must seek
far and wide some elaboration so that a
better representation of these nineteen
stamps can be obtained and made ready
for the viewer. Consequently, essays, original drawings, die proofs, progression proofs,
flight covers, first day covers, postmarks
and what-have-you devices are used for this
purpose to give the viewer a "full meal" of
all of the ramifications possible. As a rule
one might cast a rather jaundiced eye upon
.shade varieties, but now, in the Land of
Hearts' Delight a real color variety has
turned up!
In the Commonwealth Review of July 5,1968 there was reported a radical difference in color in the 10cent airmail stamp of Newfoundland of the 1933 series (Scott's C14
or S.G. 231). The author was offered this
stamp and without hesitation bought it. The
real thing now was to get to the background of this stamp and why it was not
brought to light before this time- a mere
thirty-five years.

Hey Cjd, are you referring to an the American Philatelic Magazine?

I cant seem to find any definite referral to "the Philatelic Magazine"

Nope, the magazine published by Alfred H. Harris out of London. See more here:

Copies pop up from time to time, and if you have access to a philatelic library, you may be able to borrow the issue in question, or at least get a copy of the article.

If anyone knows of an online cache of issues, please share a link.
