Before I invest in a W/F book. I'm reaching out to the community for advice. What I specifically need is a book with the most complete list of plate numbers. Or, if someone has a .pdf of this list that is willing to share, I would be most grateful.
Swedish Tiger has been helpful, but I believe it not to be complete.

Especially for the Washington/Franklin issues, a word of caution with stampsmarter, Durland, Hebert, or any other source to read carefully since many of these plates were used for different perforation rates and imporforate formats as well as printing on different papers (i.e., watermarked or not, etc.). So often times a plate number will not provide positive identification to a specific Scott number without looking at the stamp's other features.

John is correct. Look up both the individual plate number (to see what other stamps bear that number) and the individual stamp (to see what other plate numbers were used on that stamp) separately.
