Help With These U91 Washington

I have labored over these two u91 envelope cuttings for years & hope someone can explain what seems to be an irregularity to me. I realize they are cut improperly but it's the print that has me puzzled. My guess has been some form of worn die but of the 8 dies I can't fathom even that considering how humongous all of the print is. I have never gotten into printing processes so please excuse my ignorance in that element.

Both scans look like a late state of Die 115(A), Scott type U91, Scott number U411, Scott Die 1. Extreme thickening of the letters is due to wear of the die used to print these. There is a possibility that these are Die 116(A2), Scott Die 2, recut hair showing two locks of hair clearly divided at the top. The oval "O" in "TWO" and the oval "C" in "CENT" are the indicators. I can't choose between Die 1 and Die 2 based on how the scans appear on my laptop.
