Help Identify This Norway Mystery Item

Came across this item which seems like a postal stationery cut square.
However, there is no value and a crude image inside the post horn.
The wavy cancellation is raised and can be felt with my fingers.
The red 'stamp' image looks to be typographic.
It's definitely not postal stationery so what is it?
Forgery of some sort?
Or, perhaps cut from some stamp show souvenir?

I think this is a cut-out from a Norwegian mass sending printed matter item. I have no image of a complete Norway item but I enclose an image of a Swedish one from the Arvidsson Smult site

This is as Aolsson answered a cut of adressed mass sendings from Norway. Comanys can send out advertising letters or postcards by numbers (Min 1000pc)
May be cept as a example but it is not a collecting item
