Republic of China (Taiwan) International Letter Writing Week October 4, 1959 International Letter Writing Week was initiated in the United States and was formally adopted by the 14th Congress of the Universal Postal Union in Ottawa in 1957. The program fosters mutual understanding through the exchange of letters by the peoples of the world.
