Is there a subset of the kiloware universe that caters to U.S. stamped envelopes?

Entires, that is. I assume cut squares make their way into kiloware ordinaire.

Bulk postal stationery entires? Your best bet is auctions or on eBay. It's not kiloware per se, and given the bulk of retaining the entire, my guess is that kiloware operators wouldn't deal with them or just cut them down.

Apfelbaum occasionally has large multi-carton lots that would likely fit your criteria, and I would also keep an eye on Rasdale's offerings.

Yes, I guess the bulk issue augers against mass accumulations when you think about stamped envelopes.

I have bought a few bulk lots of stamped envelopes on eBay, but they are not often available for bidding.

Thanks for the analysis.
