1893/94 Durango State Municipal Stamp Question Please

Hello, I got this, along with some others in the mail today.
I know it is a Durango State Municipal stamp. At first I thought it was a fiscal stamp cut from a document but then noticed what looks like an engravers name at one end. It looks like G.N.Gomez. Does anyone know for sure if it is a revenue or was cut from a document? I would like to know it's usage also, if known.A catalog number would be great if that is possible.

It is listed in Forbin under Renta del Timbre, as #2 (or #2a, if yours is emerald). There is also a 1/4 c in rose (imperf as #1, and perf 12 as #3).
