Austrian Newspaper Stamp Perfed On 1 Side Only-Why?

Hello, I have bought a number of Austrian newspaper stamps lately, all imperf. This one is perfed on only one side and I can't think of a reason why. Does anybody know?

They come in all sorts of variations.
All are private perforations.
