Your stamp in question, is Columbia, Scott Catalog # 654, issued in 1956. The stamp is part of a 22 stamp, Departmental Issue.

I had a tuff time trying to find it also,so I sent your scanned picture to my buddy, Eagle Eye Mike.

If I had looked in my album we could have spared eagle eye mike..its part of the set with the girl picking coffee !!
