According Scott catalog this stamp #154 must be with 2 overprints Sc#319.
I have it with one overprint only. Unlisted catalog??
Could you please Help me

It is 319. The additional overprint only applies to the specific Scott numbers specified such as 316B. Scott could do a better job with clarity.
