Bobby De La Rue is correct. The dates (July1866) in the circles at the bottom give it away as embossed imprint. They come from postal stationery that was imprinted on order.
NSK is correct in every aspect except the date the stamp was printed. Because, in almost every other country except the United States, the date is depicted as day/month/year, the date on this one: 7 4 66 is actually seventh of April, 1866.
