Could this 5c Air Mail stamp be considered as double transfer or re- entry especially based on the alphabets United States of America at the bottom.

Just an ink issue.

In the USA if a double transfer, it would not be called an error when considering Errors, Freaks and Oddities (EFOs).

I agree. Inking anomaly, i.e., a minor printing error not a plate error.
