This is a Serbia stamp. I am unable to determine the coat of arms overprint belongs to which country. Will appreciate your opinions. Thanks

Er, it's the Serbian coat of arms. The stamps were issued after the murder of King Alexander, whose image is obliterated by the overprint.

This is a Serbian stamp issued in 1903. Most likely Scott 69.
