It's an Italian cover that was addressed to Perwez (Brabant), Belgium, which would have been under German occupation at the time. The German markings are censor tape used to seal the cover after it was opened by the German censorship office.

It is one Italian and one German censor tape. The "d" at the bottom of the circles of the German tape indicate censor made in Munich. The market value of the cover, in my opinion, is about US$5.

I would say it is worth much more than 5$. 1941 covers from Sardinia to Belgium with German censor markings are not that common.

It's a nice double censored cover, but $5-$10 seems about right. It appears to be from 1941, which would be a time when there might be somewhat more mail going in this direction.
