Your wasting your time ,soak them off and use them as postage . Years ago it was a crime and the Post Office and they . would send you a letter and it said something like this "the next time we catch you we are going to slap your pepe " .

Now the Post Office is into Billions of dollars and have no time to slap someone over a few pennies on a envelope. The clerks at the windows will catch it . But the sorting staff has work to do and not worth a $40.00 {salary ,days off and a pension } a hour person holding up the line .

Years ago they had a word for this ,It was something like " protecting the Post Office " , they drop this when teaching new staff . Now they are concern with danergeous stuff going thru the mail system and not chasing clowns reusing stamps .

That was funny, thank you. These envelopes that I have are new and for some reason, my husband just put stamps on them, I guess once they are stuck on an envelope they are "used"
even if not cancelled. I guess I will soak them off and cataloge them as used VG.

Forgive me if I don't understand the situation you're describing, but if your husband put stamps on new envelopes, can't you just address the envelopes and mail them?

My understanding is that postally used stamps are only stamps that were used to mail letters, like stamps that for some reason were not canceled but served a postal purpose.
Stamps that lost their gum are still legal to be used for mailing. You can use superglue or whatever. If the recipient is also a collector he might not be able to remove those stamps.

The USPS regulations state that applying any kind of tape or glue to postage stamps is not permitted.

Edit: Hold the phone...I have just found that a USPS Publicity Kit that states the use of a 'glue stick' on stamps is acceptable...

Do you believe they are worth more than face value?

Well, they aren't completely random. It looks like he affixed 48 cents to each of them. (Or most of them...I didn't check them all.) I don't how many years it's been since 48 cents was sufficient for first class mail.

You can add enough to meet the current rate and mail a note to friends or family. If you aren't mailing anything now, wait til you see the reactions of people who get something in the mail from you.

In Canada, 48 cents was good for domestic letter postage from Jan 14, 2002 - Jan 11, 2004.

Ada, looks like he affixed low priced discount postage purchased at auction to use to mail during the time period as stated by classic paper. I do it often. You are better off sending letters, notes, or paperwork, to nieces, nephews, children, cousins, brothers or sisters, etc. in those envelopes and just add .44 c more postage in order to bring them up to the .92c rate for mailing in Canada and weighing 30 gram or less. The weight of envelope and 3 sheets of std. 8.5 x 11 printer paper. Or you can just give them to someone who does mailing and let them pay the additional required at the Post Office. Literally not worth anything if taken off envelopes,
