Are North German Postal District and North German Confederation one in the same?

In oversimplified terms, the Confederation was the grouping of the participants, and the Postal District was the postal component of that body.

ETA: I should probably clarify that the stamps marked Norddeutscher Postbezirk were subdivided into a North District and a South District, with different currencies (Groschen and Kreuzer, respectively).
