*** Moved by Staff to a more appropriate forum. ***I have acquired a large number of Cyprus, among which are several higher values. Unfortunately, many appear to be CTOs. Are the Scott values for Cyprus used for postal cancellations, or as in the case of some countries, for CTO. If the former, how would one price the CTOs for trading purposes?

One factor affecting the catalogue value of cto stamps is whether they were sold at face value, or remaindered and sold at a discount. If remaindered, for example many Ghana stamps of 1957-59, the catalogue values are very low (both for cto and postally used stamps, because the postmarks are supposedly indistinguishable - in fact most of the Ghana cto's can easily be identified, but that's another story). If sold at face value, the stamps are often priced the same for cto and postally used.

I cannot speak for Cyprus, but occasionally a catalogue notes a difference. For example, Stanley Gibbons state that postally used stamps of Biafra are worth more than those with the Umuahia CTO marking.
