It is a revenue stamp, and quite common. It is listed in the Scott specialized catalog.

These documents were created in triplicate and sent by three different methods. Which ever one arrived first became the official one, and the other ones would be destroyed. Nice that it's in Russian money.

With the inked and uninked areas of the embossing, it appears to be missing a stamp.

You're right, I didn't express that clearly.

Yes, it absolutely looks like a stamp is missing—I hadn't even noticed that until now. So, this must be the second version that arrived. But is this actually rare or not worth much?

There is, and it could be anything up to 20 cents. It depends on the value of a Russian Thaler at the time.

That was actually issued in PRUSSIAN (think old German empire), not Russian Thalers
