This is the back of cover from Germany to US in 1937. The last two words identify as "Open by Customs" but not sure of the first two words. Any help would be appreciated.

Zur Devisenüberwachung zollamtlich geöffnet (Opened by customs for foreign exchange control)

There were limits on the exchange of German currency/stamps for foreign currency/stamps. The tape indicates that the cover was opened by the customs office to ensure any included currency/stamps were within the limits.
