I have some partial sheets of the Generalgouvernement official stamps,
German WWII occupied Poland.
Michel Generalgouvernement # 32
In Scott this is listed under Poland (Issued under German Occupation) NO32





In the lower left of the sheet are the numbers I/4



Does this mean press sheet plate I (400) and counter sheet 4 (100) ?

Stamps were printed by the States Printer, Vienna

It's the Plate Number, in this case "4". The "I" is the Form Number, not sure what that signifies. There are 4 plates, I/1 through I/4. Plate number comes in two different sizes.

I thought that the Formnummer is the Plate Number in this case signified
by the I

I combined 4 sheets of 100 (found online) to try and illustrate.
Press sheet of 400 Plate # I composed of 4 counter sheets of 100 each.




I this case my partial GG Michel 32 came from a counter sheet from the lower right # 4

lithograving, you are correct. The plate number is "I" and the 4 denotes the LR pane. The Michel catalog calls the pane position "Plattennummer", but only for this issue. Other Generalgouvernement (GG) issues use "Formnummer" to denote the pane position.

Stamps-x has a detailed discussion on the nomenclature for GG plate numbers. Also, they note that Plates 2 and 3 are sometimes switched so that the upper two panes are 1 and 3 and the lower two panes are 2 and 4.
