It appears to be a Red Cross hand stamp indicating the postal item was forwarded or managed in some way by the Red Cross. These hand stamps are common on international mail managed by the Red Cross for delivery to internment camps and prisoner of war camps.
Thank you Shoveler, sounds convincing. As the stamp was found in Germany, it could have been used for a RED CROSS shipment to some US PoW there in WWII?
