Are There Differences In Papers Of US Stamps Printed On Un-Gummed And Pre-Gummed Papers ?

can a person tell if a "soaked" stamp was printed on pre-gummed (dull gum) vs. un-gummed (shiny gum) papers - more specifically U.S. stamps of the Prominent Americans and Americana issues ? If so, how ?

Without going into details, here was a paper difference, but I do not believe the difference survives soaking.
