The post office at the München Airport Centre did not have IRCs. That is not very surprising, as it is a stationer's eiyj a Deutsche Post / DHL counter.
However, the lady at the main post office in Landshut (Niederbayern) told me they had not existed for 14 years. When I told her they still were available online, she replied that was the only way to get them.
NSK, it sounds like philatelic politics: Being a member of UPU forces them to comply with postal regulation, but lack of demand makes it a waste of money to keep them at post offices, so the solution is to keep them in one place, and sell only online.
