Because of COVID I haven't been working much so I have had more time to organize my collection and came across this Queen Wilhelmina stamp that has the town Baarn printed on it. Is this a precancel? And is all Netherland precancels similar to this. Thanks

No I do not believe it is a precancel.
For a Dutch precancel see here: http://www.pssgb.org.uk/glossary.html
and look under "Holland"

So this stamp with Baarn would indicate a postmark instead of a precancel?

Yes. It is a postmark. Precancels are uncommon in the Netherlands.

Not only for Dutch or Belgian stamps, but this site sometimes has interesting background information on issues, including Dutch ones. You might require google translate. It also has an English page.

Cancels with just the name were quite common in the Christmas/New Year period when it was considered useless having a date added! Often these place names were "boxed".
