I think this may be a pre cancel because the glue is in-tacked

In-tacked (try intact)
glue: usual philatelic verbiage is "gum"
Not a precancel.
A very common stamp, no stamps in this era show red postmarks in my collection, ergo I would suggest fiscal usage.
Variety : this stamp exists without rings around value numerals.

Thanks rod for the spelling correction. It's not my strong suite. What do you mean "fiscal usage" as in currency? Do you have an example with rings around value numerals?

When you said common stamp you were not kidding I have dozen of them.
This one stuck out I see "MP. M." on it.

correcting spelling can be touchy, you handled it well.
I recall well into my 20's being corrected by my accountant re "stationary"
(Stationery-paper)
I felt it better to endure momentary embarrassment, than long time ignorance.

Fiscal use... stamps employed as revenue usage.
(Perhaps part of a "commercial Overprint" -business imprint from commercial papers)

Your example has rings around the Value numerals,
The variety has them missing
