Absolutely!
but the use stumps me, the cover does not seem to have been opened
is it security use? going by the strikes I would say yes.
Not familiar with the labels.

These US ladies were canceled in Salt Lake City Utah. Unfortunately the year is unclear.
These are both perf 12 on thin crisp paper, so I believe they are OX21 issued in 1919.

Those red labels are consular labels, not official seals. Those labels were applied by the sender of the cover; official seals are applied by the post office when a cover is damaged or opened by mistake.

@rod - My experience is that labels of this type were placed on all outgoing registered mail from Latin-American countries (I have seen them on Mexican and Panamanian covers) during a certain period of time in the 20th century. I wish I could tell you more. I believe the cover was opened at the top (with a letter opener or knife).

@revcollector - A good guess, but close observaition will show that these seals state "Correos - Mexico" on the upper arc and "Correspondencia Registrada" on the lower arc. This makes them post office issue seals. The Akron Ohio recvd postmark indicates this cover was received as a registered mail item.

I am not sure of the catalog number of this one, but it is nice to see it appropriately used on period cover. Gotta love the machine cancels too.

This baby was sent from Hyde Park St., Chicago, ILL to Salem Mass


Edit: I am guessing the wrong Ms. Brooks opened the letter only to find it was not really meant for her.
