The subject of souvenir sheets has been brought up elsewhere in the forum a few times. Seems people love them or hate them. I myself like them, as they often have very interesting designs.

Nells250: Couldn't tell for sure based on your scan, but is your 1994 Bureau of Engraving and Printing Souvenir Sheet the Major or Minor Double Transfer variety?

I don't know if this qualifies as a souvenir sheet, as it really only celebrates "Celtic Cats", but its one of my favourites from 2007 (Ireland)

My copy of the BEP sheet is a major oopsie variety. As stated elsewhere on the forum, I ordered it direct from the USPS via their catalog, and didn't know it was an error until years later!
