That is not a stamp but a piece from a preprinted stamped envelope, perhaps around 1903. Could be a U385 or U386. But since it was cut out, and poorly it is worthless.

To quote Scott:

The second image you showed is a cut square U219. It has a value of $17.50 in very fine used cut square condition. Yours is for all intents and purposes worthless, as there are no margins.
