That is an ink smudge. Laid paper has uniform parallel ridges, and on classic US stamps, they will usually be vertical ridges. You can differentiate laid vs. wove better by looking at the back of the stamp.
Perhaps you just spelled cents wrong in your previous post? That is what I was commenting on.
As Philazilla said, the smeared ink is not a sign of laid paper. I cannot comment if it is an error printing, plate wiping, or just ink that was somehow smeared afterwards. I am not knowledgeable in this area.
