There's also the bit about being legislated back to work. That may not be the happiest and most motivated workforce right now. It's actual people doing the work here. I know I'd be still be harbouring more than a little bitterness. Not sure if I'd be giving much extra oomph yet.
Even if they had negotiated an agreement, it takes time and effort to heal relationships.
