Just a FYI - New NYS shipping charge policy.
we do combined shipping
$1 per sale min
if 3 or 4 items, the tracking cost $4.5, so no refund
if 1-2 items, we are likely pay the extra on tracking depend on value
if 10 items, we will refund $5 on shipping

With the cost of mailing and the way the USPS these days tracking is almost a must. Even with tracking sometimes that is not enough.

A jump from $0 to $4.50 shipping for a few cheap items is going to put a pause on impromptu or impulse bidding. It used to be a no-risk proposition to throw a $1 bid on a bunch of items and hope to win some. Now the shipping could cost more than the stamps themselves.

I totally understand the motivation, I wonder if it will impact their sales at all. I think the previous business model was, we lose money with free shipping on every sale, but make it up in volume.

It is hard to explain to non-Ebay sellers how much it hurts with this "I never received the stamps " B.S. Can someone explain to me why my mailings to people who have less than 25 feedbacks , has a high percent "i didn't get my order "

I believe the U.S. Post office only steals mail from low feedback EBAY customers . OR do you you think I steal money from my low feedback customers but mail out thousands of orders to long term EBAY buyers .

WHICH IS IT . ? EBAY is quick to refund their money out of my bank account , after these same people steal and worse they give you negative feedback

For years you as a EBAY seller could sell low price items and hope these buyers become long term repeat customers . The problem is the amount of stealing going on thru EBAY . Ebay doesn't do enough to put a stop to it and think the seller should eat the lost .

Sure it was no problem to eat one out of a hundred and fifty orders getting lost in the mail . But with things now most EBAY sellers want tracking after getting a dozen of "Order not received "

I agree floor trader! very frustrating how Ebay values it good and honest sellers. I sell cremation urns and I had a seller claim that someone stole their credit card to buy an urn for someone else and shipped it somewhere else. Well I had to prove to ebay that she bought it for her husband and had to show the obituary, her text asking for the urn, the nameplate with her husbands info on it, and then show that she also owned the other house the urn was shipped to before they would side with me. I jumped through hoops so Ebay wouldn't stick me with a $400 loss. I have been a seller on ebay since 2003 not fair service.

Many of you know who I am Jay Elmore from Ebay uknjay-73. I have bought many stamps from you. I honestly have had items lost in the mail just in the past year. I think it to be around 6 or 7 items. I have had a problem if stamps being delayed lately by the USPS. The tracking states it have been delivered. In fact it has not been delivered to my mail box. It has been delivered to my local post office. Then I think held back for a week or so. Then delivered all at once. This happens more with untracked mail the was sent untracked. In the mean time ebay sends out an email asking you to leave feedback for the stamps ( not yet received ). I answer ebay that I have not received the stamp. Then a scene pops up and you reply that stamp has not arrived. They ask you to contact seller. Which I do. This if stamp not arrived in let's say 3 or 4 weeks. They start a request for refund not me. If I do receive the stamp after a refund has been issued. I have no way of replaying the seller threw ebay. I have to hunt for an address for seller to mail them a USPS money order for the stamps in the amount refunded to me. I send usps money orders so I can track and make sure they received their money back. They are a few on here that can attest to me doing just that. I think most stamp collectors are honest. In some cases after receiving the refund for a stamp reported not received. It could be embarrassing to some to return the refund to the seller. In many cases the amount is very small and the buyer just do not care to take the time to do the right thing. Small amounts add up over time. I can say that I have no problem with paying for tracking if I can buy several stamps or lots at the same time. If I can not I would think twice before making a bid with high shipping cost. This is my point of view, what do you think.

Commenting as the OP.
I buy a lot from NYS. They have had an issue with the Mid Island post office delaying mail. I HAVE NOT confirmed this with them but an observation is when they mailed using multiple low value stamps for postage it was almost always delayed. Sometimes up to 6 weeks in my case. As an example, one recent mailing was shipped by them on November 13, but was hand canceled by the Mid Island PO on December 7 and I received it on December 14. The opposite side of the coin when they used Ebay shipping at .69 it arrived in 4 days. I have had some communications via email and they always promptly respond.
I do not think their new policy is in anyway unfair but is a wise business adjustment made necessary by the not received claims. I do not mind paying a little extra for shipping, especially when winning a $350 catalog value stamp for around 20 bucks (rare but happens)
Just my opinions and observations.
