I doubt it is a local issue. Probably just a cinderella / seal.
Edit: the cancel looks like one used on documents at a town hall. The town's name and the bishop suggest it depicts Balderik of Utrecht. That would still put it in the Cinderella category, as stamp duty was evidenced by another type of label and any value is absent.
A suggestion would be to contact the Oldenzaal council and ask if it once used such seals on its documents.
