It is a Mexico 1893-94 local revenue stamp (from the state of Durango).

A block of 24 is currently on sale on the Bay for around 40 bucks
(https://www.ebay.com/itm/1447175719...CAL+DURANGO)




Seems that it can be found both perforated and imperforated:
