Hi All,
I purchased a Costa Rica postal card sent to Cape of Good Hope, but apparently, it wasn't forwarded by the GB postal service. Can someone point me to why?

Can that APR ? 1888 CDS be for New York and the cachet be applied there?

It is a UPU reply card. The Cape Colony did not become a member of the UPU until 1 January 1895, almost seven years after this reply card was sent.
