This is what I collect, early QV, especially surface printed Sent from my home town Leicester, there's a lot going on with this cover but i'm interested in the red dated mark on reverse and the blue pencil notations,

The cover was sent, unable to be delivered, then advertised to find recipient, when that failed it was returned to sender?

The red mark onthe left of the back was used at the London Chief Office for mail to be put on the packet boats to America. The 'L' in the centre stands for the outport of Liverpool. This identified the letter was made up in London and not at the outport. The red colour means it was stamped in the morning of 23 May (18)66.

smudged red stamp

As in the one cancelling the stamp? I wouldnot be surprisedifthat is for 23 May 1866. Maybe someone at the London Chief Office found the Leicester cancel was not cancelling the stamp (clearly). But, really, I cannot say as it is illegible.

Do you mean the "SENT BACK TO ENGLAND / WITHOUT A REASON / FOR NON-DELIVERY" one?

Yes, it was in use at the Returned Letter Office.

The smudged cancel makes sense, I would have guess the sent back to England was applied in the Uk and maybe the cover is missing a US Handstamp, the cover was advertised and recipient not found, maybe wrong.

unable to be delivered

Wilmington would not have had city delivery, so more correctly, the letter was not claimed within a few days of arrival and was then advertised on June 27. It still remained unclaimed as of July 30 and was then returned, that postmark being the start of the return journey.
