Carrier Stamp: Lo1 Or Lo3? Opinions?

Hi all! I'm looking for input! Here are pictures of the front and back of a "Carrier" stamp that I believe could be either a LO1 or LO3. This is the first time I've come across this stamp. It feels incredibly different from your normal stamps. It's printed on "Rose paper." That much I can tell. Your opinions and expertise in the area of Carrier Stamps are needed! Thanks.

The first scan may be slightly brighter than the actual stamp, but that appears to be a reprint color. The little ink smudges go along with the reprints. There is no gum except maybe some hinge residue. I'd say #LO3. I don't know which printing this would be.
