Please Help With 2 Cent Washington Precancel

I am looking to id the Scott number for this stamp. Perfs. 10 1/2 on both top & side. Also looking to see potential range of value. Thanks!

Top and bottom are identical perfs. They appear to be perf 11 rather than 10 1/2. If top, bottom and sides are identical perf count, it is perf 11. I have never heard of perf 10 1/2 on all four sides. Perf 11 is Scott #554
