Prize commissioner, Philadelphia, 1865

The Philadelphia Prize Court commissioner was Henry Flanders.

Here's an interesting read on the life of the named addressee, Henry Flanders, Esq., who was not only in the legal profession, but was also a prolific writer and lecturer. This was presented as something of a eulogy at the University of Pennsylvania Law School following his death in 1911:

So, Prize Court Commissioner handle law cases of the captured blockade runners and the mails carried by the runners presented as evidences. Am I correct? Here is another cover address to the same Henry Flanders, Prize (Court) Commissioner, Philadelphia. Note the notation "Schooner New On" (Schooner New Orleans?).
