This is a savings bond issued by the Bosnian Socialist Republic of Yugoslavia. Each year, you could detach the appropriate coupon, and present it to the National Bank for payment. Unfortunately, this series of bonds were issued just prior to the Civil War that splintered the Yugoslav state into separate nations, and the coupons were never able to be redeemed. Besides the 1000 dinara bond shown here, I also have the 5000 and 10000 dinara of this series.

Are these from 1991? (It is hard to read the tiny print.) What are the two different languages on the bonds? Was 1000 dinara a fair amount of money? About how much was it in US dollars at the time?

The actual issue date for these was Oct.1, 1987, with the first coupon being redeemable on Oct.1, 1990 (subsequent coupons for 1991, 1992 and 1993).
As for the languages, both of the texts are Serbian, one using the Latin alphabet, and one using the traditional Cyrillic alphabet.
