This isn't actually a revenue stamp at all: it's a Certification stamp issued by Ishikawa Prefecture. The stamp doesn't mention what it's certifying, but at a guess, it might have been silk. Ishikawa was a centre for silk production.
The inscription down the centre reads 'No. 13078'; at left it reads 'Width 1 shaku (1 shaku = 0.994 feet = 30.3 cm) 8 sun (1 sun = 1.2 inches = 3.03 cm) 0 bu (1 bu = 0.12 inches = 3.03 mm); the right side reads '(probably, but it's obscured by the red seal) Length 12 jo (1 jo = 3.31 yards = 3.03 m) 0? (not '6') shaku 0 sun. I'll leave you to do the mathematics on those lengths!
