Need Help Identifying Rotary Press Coils , 1939

I know now that these are 1939 reissues of 1938 Presidential Issue perforates. But I don't know what these extra triangular pieces mean. Yes, they are folded under but would that have been how they came from the Post Office? More wisdom here, please.

Here are a couple of examples from eBay showing how they came from the post office.


Often collectors will fold over a long strip to fit onto an album page but I have no idea why someone would fold over a smaller strip like yours except for aesthetics.

So the different colors are just different shades of the same paper, not deterioration of that paper, correct?
