Yes sir, that's ledger paper. Towards the end of the Civil War paper was such a scarce commodity in the South that printers used whatever they could lay hands on. You'll find banknotes from the period printed on the opposite side of other notes that had been scrapped. In fact the practice continued into the Reconstruction period.
