I think your stamp shows a "Sheepshead" fish.

Google images with postage stamp and sheepshead, returned nothing.

According to Stanley Gibbons this fish is a Zebra seabream, issued by Libya in 1973, SG 612.

22crows is correct. The OP shows the second value in a set of five, Rod's picture shows the first one.
The Zebra Seabream retails for $0.79 according to http://stampworld.com . The exact date of issuance is not given, but a second set with the same pictures but different background appeared in 1975.

Grrrrrr I looked at every stamp issuer, with Arabic Script, nothing,
totally missed Libya .
When I did search fish in Libya, up it popped.
