If it hasn't been mentioned yet then what is the APS waiting for since this is a great electronic forum section made for them so that at least it should be mentioned by them?

I would speculate that the APS does not go around collecting links for all the hundreds of forums, societies, clubs, etc. More likely they accommodate those organizations that come to them and ASK to be linked. They do have a link page, but SCF is not listed under "Message Boards & Blogs". http://stamps.org/Useful-Links

That doesn't mean SCF can't be linked. Someone from SCF just needs to submit a request. Here is the application:
