What was this used for? I have never seen anything like it before. Thank you.

You will find this listed in Scott's US Specialized under "Sanitary Fair". I think the Prefix is "WS"

The sanitary commission was a committee to advise and aid with the health and comfort of Union troops. The ones shown was from Philadelphis issued in June 1864 printed by Butler & Carpenter of Philadelphia. Scott WV13.

Thank you I'm thinking of donating it to revstampman or just selling it on eBay. I really don't collect them. Opinions/ Maybe a trade?

Actually, if you can wait till after my surgery (in July) maybe I can do a little bundle of rev dups I have. I got to dig them all out yet. Is that cool? I had some unexpected expenses this month as my daughter has the chicken pox. I'll have more time then to go through my "odd-balls" and maybe we can work something out. Cool?

Here are 2 Sanitary Fair stamps I recently bought. I am so impressed by the quality of the design and the boldness of the orange color in the proof.

Just added two well-centered specimens of Sanitary Fair stamps to my collection. Very nice to look at. Here's my Scott WV12:
