It appears to be a leatherette presentation from the postmaster general to a Post Office Department employee. I picked this up at my stamp club meeting. Has anyone seen these before?

We have those sorts of things in Canada and they do not go to employees. They go to officials at stamp launch ceremonies.

Right you are, Moonbird.

LeRoy V. Greene, Jr. was a retired Air Force colonel who devoted his retired life to advocating for his fellow veterans through the Bexar County Veterans Advisory Committee. At the time of his death in December 2007, Greene was chairman-elect of the committee. Greene was a West Point graduate and became a pioneer in intercontinental ballistic missiles. He participated in the first successful Atlas missile launch.

Now the question is, in three intervening years since his passing, how did it get from the honorable Mr. Greene to me.
